Muster exists to look out for the soldier. That's the only fixed principle behind it — everything else is in service of that.
Every piece of guidance in Muster is something a soldier could find themselves through ordinary public search. Muster's value is bringing scattered public guidance into one place, current and precise — never exposing anything that isn't already publicly available.
